BBC to re-procure Facilities Management Contract – the second largest in Europe
 
700 million pound contract to secure Facilities at over 150 sites
 
What we’re doing…
 
The BBC is one of the biggest and most prestigious Total Facilities Management contract opportunities in Europe and we have just announced our long-list of participants who will proceed to the first dialogue stage of our re-procurement.
 
The BBC has a portfolio of approximately 150 sites spanning across the UK. The facilities management contract will include iconic broadcast buildings such as New Broadcasting House in London, MediaCity UK in Salford and Pacific Quay in Glasgow and was advertised in September last year via an OJEU notice.  We have opted for the two stage competitive dialogue route with our bidders as we believe this will produce best value for money to our buildings and ultimately to the license fee payer. 
 
The successful participants through to the first stage of dialogue are Babcock Group, Balfour Beatty, Interserve, JCI, Mitie, and Sodexo.  This stage will last until April 2013; thereafter we will shortlist for a second dialogue stage and final tenders. We will be kicking off the process by holding a Bidder’s conference for the six successful participants on February 13th at MediaCity UK in Salford, the new home of BBC Children's and Sport.

The project is being headed up by Lucy Dawson, Project Director who says: “This is a fantastic opportunity for us to take the BBC into the next generation of outsourcing. A chance for us to reflect the BBC’s new operating model and promote flexible and new ways of working across the estate to enable creativity and encourage collaboration whilst achieving value for money to the license fee.

About the project:
 
Our objective is to run this and several other property related re-procurements concurrently via both the competitive dialogue and restricted routes.  The project team will start the re-procurements for Catering and Security services as well the Project and Construction frameworks.  All these contracts are co-terminus and will be procured to start by April 2014.
 
The BBC Estate - key facts
 
408 properties nationwide (including, local TV and radio stations, aerials and masts)
It is expected that 53% of the BBC’s estate will be outside London with the closure of BBC Television Centre in 2015.
We are improving our estate – 66% will be less than 15 years old by the end of 2015.
